is this one of those xmas trees by DPAC?
She's at the American Tobacco Christmas Tree Challenge on the lawn between DPAC and ATC. 50 trees were decorated by area non-profits in a contest to win money. She is standing in front of the Coalition to Unchain Dogs tree who took second place and won $2,500. It snowed twice while the tree was up so I am not sure which day she met the cold, chained dog.
